Yes the quest is 'hidden' and doesn't progress. You need to go to Four Horned Gulch in Tangled Shore, complete the ??? mission and receive 3 tokens. Then you go back to Shattered Throne for a special run to cleanse the tokens and fight 3 secret bosses. Then present the talisman to the statue.
